To: Relevant North African Institutions,
During the 15th BRICS Summit held in August 2023, the China-Africa Leaders' Dialogue took place. Following this event, China released three initiatives including the "China-Africa Talent Cultivation Cooperation Plan" to support African integration and modernization efforts. The "China-Africa Talent Cultivation Cooperation Plan" proposes an upgrade to the "China-Africa 20+20 University Cooperation Plan" by implementing the "China-Africa 100 University Cooperation Plan." China will continue to collaborate with African countries to establish Confucius Institutes, annually training 1000 local Chinese language teachers through initiatives such as joint Chinese language programs and international Chinese teacher scholarships. Additionally, China aims to train 10,000 local talents with dual expertise in Chinese language and vocational skills.
In order to implement the "China-Africa Talent Cultivation Cooperation Plan," the Sino-North Africa Education Innovation Association, under the guidance of the China Education Association for International Exchange (CEAIE), Hanban International, and the Ministries of Education of Morocco, Tunisia, and Algeria, along with relevant universities, have decided to collaborate with one hundred North African universities to jointly promote the implementation of the "Chinese Language + Vocational Skills" training program in North African countries.
This project aims to provide the necessary Chinese language and vocational skills training for North African member universities, deepen international educational cooperation, broaden career development paths for North African students, and contribute to cultural exchanges between China and North Africa.
The relevant matters concerning the selection process are as follows:
I. Project Orientation
This program aims to provide North African universities, Chinese enterprise employees, and North African youth with a deeper and broader learning opportunity in Chinese language and vocational skills. It aims to cultivate international professionals who are proficient in both Chinese language and vocational technical skills, provide intellectual resources for local companies, and contribute to the sustainable development of Sino-North African economic and trade cooperation. Simultaneously, it provides a platform for international cooperation in "Chinese Language + Vocational Skills" between Chinese and North African universities, helps local talents obtain better employment opportunities, and promotes local economic development.
II. Project Plan
Based on the training cooperation areas provided by Chinese universities, 100 North African universities will be selected to undertake the "Chinese Language + Vocational Skills" training program.
North African universities will undertake and participate in online or offline training courses provided by Chinese universities/colleges according to their school's professional and training needs.
1.Training Objectives
Students, teachers, teaching administrators, Chinese enterprise employees, and Chinese language learners interested in Chinese language and culture from North African countries.
2.Training Formats
Online or Offline
Online Training: Provided by the Sino-North Africa Education Innovation Association through online teaching platforms, including live streaming and video conferencing.
Offline Training: Accept 2-4 outstanding teachers matched by Chinese partner universities to provide offline courses at the host institution.
3.Training Period:
Throughout the year
4.Training Content
Basic Chinese Language Teaching: Including pronunciation, grammar, vocabulary, etc.
Vocational Skills Training: According to the needs of the host institution, vocational skills courses such as e-commerce, tourism management, computer science, mechanical engineering, and international trade will be provided.
Chinese Culture: Chinese cultural essentials, Chinese history, customs, etc.
5.Teaching Staff
The Sino-North Africa Education Innovation Association will select a group of experienced international Chinese language teachers and professional teachers to form a project training team to ensure training quality.
6.Assessment and Certification
North African universities are responsible for assessing the training outcomes of students and issuing certificates of course compliance with North African university standards to Chinese universities/colleges.
III. Unit Selection
1.Application Conditions
(1)North African universities, members of the Sino-North Africa Education Innovation Association, are given priority.
(2)Possessing high teaching conditions and training capabilities, with a high-level, international teaching and management team.
(3)Having international majors (or course groups), ongoing international cooperation projects, or experience in "Chinese Language + Vocational Skills" education and training cases are preferred.
(4)North African universities who are actively cooperating with the association's work are given priority.
2.Selection Procedure
(1)University Application: Applying universities must fill in the application form (see Attachment 1) or the online questionnaire as required https://www.wenjuan.com/s/UZBZJvOzbiU/#, and submit the application form to the Secretariat of the Sino-North Africa Education Innovation Association for review within the specified time.
(2)Selection Confirmation: The Secretariat of the Sino-North Africa Education Innovation Association will organize an expert team to review and publicize the application results, and then announce the list of selected universities.
(3)Project Implementation: Selected host universities should appoint a dedicated person to advance the project implementation under the guidance of the association secretariat according to project requirements.
